A wallbreaker needs to have either wildly high offensive presence mixed with something to shut down walls (like Taunt), or good mixed potential. Bannette has priority Taunt, which is nice, but while 165 base Atk isn't bad at all, with no item boost, way of boosting it's stats, or strong STAB attacks, it's effectively weaker than the likes of Bisharp. Also, it has no form of good coverage.

Something as slow as that won't be getting placement priority with it's attacks, so you won't get meaty Giga Drains off, and therefore wont be getting much back. Also it's weak to hazards and priority. It's massive amount of weaknesses and little resistances give it little oppurtinity to switch in. It loses health and gains little back.
The reason it works on Venusaur is because Venusaur has an awesome defensive typing, awesome defensive ability, and access to Synthesis. Giga Drain is used as a passive recovery for it, not it's main form. Also, venusaur's fast for a wall.
