Basically, in the Jap version of Red, Green and Blue there is hidden text in the chairs of some of the Rest Houses of the Safari Zone:
"I'm tired from all the fun..."
"I wish I could catch POKéMON."
"I heard that Silph's Chief is hiding somewhere in the Safari Zone!"
Since the Rest Houses are modeled upon Poké Centers (there are hidden PCs in the left walls too, but are unaccessible unless using cheat codes, also there are unused tilesets which show the "Poké" sign outside the building), these lines belongs to the guy sitting on the left couch in every Poké Centers (he is not actually an NPC, but it's a part of the tilesets too) and the devs forgot to remove the original dialogue belonging to him. The most interesting one is the third: it hints at a previous plot that was subsequently changed, originally there was a "Silph's Chief" unused trainer class that is mentioned in a Celadon City building ("Chief! We just shipped 2000 Pokémon as slot prizes!"). So probably the Silph President was originally an evil or corrupted character tied with Team Rocket, and in this case, you had to chase him inside the Safari Zone, probably he was hiding in the Secret House where you get Surf, the machinery present in this building is another hint at a Silph connection, perhaps.
Also, the fact that Rest Houses were Poké Centers initially, probably means you could carry your own Pokémon inside the Safari Zone.
