Citrus is a solid concept, a scientific definition.
But weather have an abstract definition. I mean, sandstorm inself isn't a weather condition, but what makes them is. Hurricanes, high winds are weather. And, forest fire is make by, well, fire, and dry weather, witch is a weather condition.
But, if sandstorm is or isn't a weather condition it isn't important for Castform.
Castform should receive a Sandstorm form just because it would make it a better pokemon.
And weather ball is already rock type in sandstorm.
