I fucking know that, Ty is only going to use it to hit opponents that take 4x damage from it. The problem is that his special attack wouldn't be maxed cause HP Grass's formula requires a imperfect 30 special attack IV. This means his Eruptions or any other special attack wouldn't be hitting it's hardest due to that stupid 30 Special attack IV. You understand now?

It's only 1 point less in SpAtk, and if you're playing on console game that means that you have 4 free EV you can invest in any other stats.
Also, 1 point in SpAtk won't make any difference:
with 31 IV in SpAtk: 252 SpA Typhlosion Eruption (150 BP) vs. 252 HP / 252 SpD Mew: 90-106 (43.4 - 51.2%) -- 6.3% chance to 2HKO
with 30 IV in SpAtk: 252 SpA Typhlosion Eruption (150 BP) vs. 252 HP / 252 SpD Mew: 90-106 (43.4 - 51.2%) -- 6.3% chance to 2HKO
Wow, the power creep is so enormous.

Unless it's Speed, having 30 or 31 IV wont' make a single differences in battle.

Implying 30-31 IVs in Sp.Atk aren't the same, it's not about speed ties anon, the damage range will be the same, where OHKO will be still OHKO and 2HKO will remain 2HKO,
I'm sure it won't miss any kill regardless.
Event the event Adamant Entei sometimes lures some Water/Ground and Rock/Ground switches to do severe damage and ruin those for the rest of the match. If you really need sursprise kills at full power try Power Herb Solarbeam to fake a choiced item.
