I would fix following pokemon so that if they are water pokemon that can't walk on land, then they can't fuckin follow you. But when you surf then they can.

Just imagine a seel trying to crawl behind you as fast as it can on concrete roads or deserts or mountain roads.

Shit would hurt itself, seals in real life generally either slide on icebergs or chill on mostly wet surfaces or beaches.

Buuuut seel and dewgon get hydration as an ability so we could say that they compensate with that.
