Were Pokemon like Pikachu, Lucario, and Zoroark designed specifically to be marketing devices, or were they chosen for that purpose after being created?

The 1st few probably weren't, except maybe Clefairy.

Lucario was a Tajiri special, so I imagine it means a lot to him, thus getting lots of attention.

I'm one to believe that Zoroark was designed in part to showcase the advancements the battle systems took over the last gen, being able to disguise itself as other pokemon immediately. Same probably goes for Psystrike/shock.

Lucario possibly; I've heard Taijiri or someone had a design more based on Hachicko (that Japanese dog who waited for its owner at the train station long after the owner had died out of loyalty) and that's where the aura thing came from, but Sugimori turned into the bizarre Egyptian furboxer super-saiyan we know.

Zoroark, most likely, starting from Lucario frame and adding in the tried and true kitsune marketing ploy.

Zoroark was shamelessly made to be the next Lucario by marketing. Didn't quite work so GF returned to suck Lucario's dick the next gen.

Interesting, I'd never heard that about Clefairy.

As for the other two, I'm in the former camp. Zoroark's high BST and enormous movepool make it seem special off the bat. Not to mention how it's almost human-sized and stands upright, which is ideal for movie appearances, much like Zoroark.

The "Clefairy as a mascot" thing is mostly a rumor based on its role in the Pocket Monsters manga.

Pikachu became the mascot due to its role in the anime, and interviews have mentioned that it was chosen for the anime because they didn't want to use any of the three game starters to avoid favoritism, and Pikachu was a Pokemon already popular with both boys and girls.
Several other Pokemon were considered to be Ash's starter too, Clefairy being one of them, but the "his starter was supposed to be Clefairy until they changed their mind at the last minute" is just a silly rumor.
