Poison offense is limited not by Steel type being immune (that just hurts users reliant on Toxic), but instead it's pitiful offensive coverage (so many resists, many neutral, only 2 SE; Grass is easy to hit for SE without Poison anyways).
They tried something similar with Venoshock, with double damage against all things Poisoned (more appliable situations than just Steel), but it turns out relying on all your opponents being poisoned is a stupid condition due to immunities (Steel, Flying type immune to T.Spikes), and opportunity costs of statuses (Burn vs Toxic on Garchomp, etc).
They also did the same in reverse with Acid Spray, effectively doubling damage for all your other moves for using it (including other Poison moves, but not limited to it). Too niche due to low power and lack of reliability of stat drops due to switching.
How about instead:
