IF level ==age (only if)

Than your avatar, as the chosen trainer, is the only one who can raise pokemon levels by training them. the rest have to wait patiently till they grow, which is why there are so many underleveled pokemon NPCs. high level trainers probably got their pokemon from their parents or even grandparents.
