They wont give Kyogre a mega evolution, thats probably just for design purposes.
If they seriously give Kyogre a mega, its not even going to be fair. Unless the only point of the mega is to debuff his stats.

The Megas will just get new abilities which cause permanent weather like Drought/Drizzle originally did.
