They were. they were postponed for two reasons.
A: They didn't want more games on the DS. It was the first system to have two generations entirely on one handheld. They didn't even want to put B2/W2 on it.
B: GBA to DS wasn't that big an upgrade so there was no point to making a remake for it. All remakes have come out two systems after the originals, the fact that that also happened to be two generations was a coincidence.
