Gen 1 & 2 were both very city heavy and didn't provide much in terms of exploring the world. Gen 3 had a sea, some hidden islands and puzzles, a desert, a forested route and even a volcano.
To me personally I felt as if there was more "exploring the world of Pokemon" than there was in the other generations.
