FRLG didn't just ape RSE's style, why would ORAS? Though I kind of wish FRLG had, there's a reason RSE focused mostly on a few instruments of the soundfont.

Brass instruments have been used in EVERY main series Pokémon game since Ruby and Sapphire. There were probably more brass instruments used in the OST of the 5th Generation games than the 3rd Generation games.

IIRC, it was confirmed hat in the manga, but I don't know about the game canon.
