But since weather wars are over it might be less useful now. Overall I think Vaporeon is one of the most consistent gen 1 Pokemon, it's still pretty good without needing many buffs over time.

So basically, I still believe there isn't a single Gen 1 Pokemon that was always good and has remained good without being significantly buffed. Mewtwo and possibly Vaporeon seem to be the exceptions here. Mew I guess too? It did gain synchronize but overall it's not been buffed too much as far as I know.
