What if its not based in Hoenn?
Remember the Strange Souvenir, it most likely comes from a volcanic chain of islands (fitting of Groudon and Kyogre theme), and in X/Y we are hinted of having to keep that Souvenir until some time in the future, also hinted of us soon being able to see someone's region and then someone hinting they come from a new place.
I want it to be based in Hoenn as much as you, but I can't deny there's 3 important pieces hinting that possibly they won't be, probably Groudon/Kyogre involved in the volcanic theme (land formation on water) but in some other place rather than Hoenn.
