Maybe. FRLG are just as outdated as RS at this point and if they don't then Kanto will be the only region not available to play on a DS/3DS (HGSS Kanto doesn't count).

It does though.
Those games had no worthwhile story or anything else that can't be found in HG/SS Kanto.
Saying that Kanto isn't available to play on the DS/3DS is absolutely absurd.
