Doubt it would be broken, but I'd like to see something like this:

Heat Aura - Water type attacks are turned to vapor and do not affect this pokemon. Ice type attacks melt and deal damage as if they were water type.

I don't think the water attack dealing fire damage would make much sense. It would make more sense if the water attack was converted into like a one-sided Haze or something.
