If this isn't an exhaustive list, I'd be okay with it.
The mons I really want Mega Evos for are Exploud, Torkoal, Flygon and Altaria. MegaMetagross would be neato too.

The Megas will be meant for Multi battles. Their new abilities are Multiply and Divide, which when together double all damage dealt by and half all damage taken by them.

Some are missing from that list, like Venasaur. That already explains why there's no Swampert listed. Also missing are Lucario, Manectric, to name two.

If so, then where is Lucario, Garchomp and Venusaur?

Also, if they DID add new megas, how would they be implemented in XY? Can it be done with a patch for example? If I had a Black Kyurem in B2 could I battle with someone who only had Black? Can someone with Diamond Battle me If I have a Giratina-O in my team?
If yes, then why not just add placeholders for the "new ones" in XY but add the Latis?

Yes.

Yes, it would appear as a regular Kyurem but it would still be Black Kyurem.

No, because Game Freak was full retard about it in Gen 4.

Probably because each Lati@site won't be in ORAS, they'll be an XY event before release, which you'll then trade to ORAS to unlock some special sidequest. That way in case XY was hacked only they would be spoiled, not the other Megas.
