Wingull hordes give 50 speed, Vanillite give 50 SpA, Hoppips give 50 SpD, Gulpin give 50 HP and Durant give 60 Def. It's a initial big investment to get all the Power Items, but once you do all you need is Pokerus, a Sweet Scent user (guarantees a horde encounter), an AoE attacker and the Exp Share turned on. EVs are also capped at 252 so no need to worry about the whole 255 wasting 3EVs thing.
