Because Leaf Blade was special in Gen III?

It's not like it matters because in Gen III Leaf Blade had 70 BP, and they upped it to 90 when the phys/special split happened so it really didn't get any weaker for Sceptile, in fact I'm pretty sure it got stronger. His Physical attack isn't that much lower.

Viable? Grass isn't a great offensive type, but STAB Extremespeed + ability boost still isn't something to laugh at, regardless of what type it is.

Sceptile was good in gen 3, but power creep screwed him in gen 4 and then he got outclassed by other shit like Whimsicott in gen 5. His Hidden Ability didn't help very much and Blaziken's was just plain better.

XY shat all over grass (and bug) types in general with Pinsir and Talonflame.

Nope, Chlorophyll doesn't activate on round 1 because mega evolution has lower priority (+6 I think)

That's also the reason why the Charizard-Y + Venusaur lead in doubles always double-protects on round 1.

Or give it gale wings and make it Grass/Flying and base the design off a Draco Lizard, and equal attack and special attack stats to make both its special and physical sets viable. I'm thinking a set like Leaf Blade, Poison Jab, Acrobatics and Dragon Claw. Give it Extremespeed, U-turn and maybe even Dragon Dance, keep it a fast and powerful attacker.

Yes all grass moves were special in gen3

Basically until gen4, grass, fire, water, electric, ice, psychic, dragon and dark were the 'special' types and normal, rock, ground, ghost, fighting, bug, poison and steel were physical. Despite this, Gamefreak still decided to make a bunch of dark types physical attackers (Absol, Mightyena etc.) making their STAB moves usless
