The thing about Rapidash is that it's quite literally just a horse with the long hairy bits replaced with fire.
Well, technically a unicorn, but that's barely a hint of a feature that has no actual meaning to it. You do that with Pyroar, and it's quite literally just a lion with the long hairy bits replaced with fire.
Both plain, actual living mammals with fire instead of hair.
As opposed to a dragon-ish lizard with a bit of fire on its tail, and a shrew, then stoat, then honey badger with bursting flames at some spots, put there intentionally by a designer to make their typing visually clear.
In the end all I'm saying is that if they made the flaming mane just like the one on Rapidash, it would feel like a step backwards. That can't be called consistency when the style has been changing for almost two decades.
I would have liked a fiery mane though, that doesn't look like a real ass flame as Rapidashs' is meant to look, but more... soft, more undulate, kind of like the sun rays in pic related, glowing and waving around like a mane would in the wind, still keeping a regal look to it.
