It's Marill. Marill was way more promoted than Pichu in Gen II days.

Try to imagine that you're NOT 14 and that a time might have existed where there was only 1 generation of pokemon. There was no precedent for what the Pika "clone" would be or whether it was "allowed" to be related to pikachu. Honestly, one of the reasons we may have gotten breeding/baby pokemon at all is just so they could reintroduce another pikachu that isn't pikachu by giving it a baby form. Cleffa and Igglybuff are the same thing. They said "well it was popular in gen 1, lets make a smaller cuter version." There are no rules about what is and isn't allowed to be a clone. They wanted a second electric mouse to be popular and they gave us one.

Marill is a pikaclone, they made three pikaclones with different types which were supposed to be starters when developping GS but finally kept onlyy marill as the others wher shitty as hell.

My theory is that with the introduction of the fairy type there was a group in Game Freak that thought "Pikachu has to have a fairy type. It's perfect for him." and a group that thought "We can't change Pikachu's type! Pikachu=Electric is a staple of the series!"

So their solution was to slighty tweak Pikachu's model and make not-Pikachu (i.e. Dedenne) which is a fairy version of Pikachu.

Marill was intended as a Pikaclone, but they instead went with all Pikaclones being electric type, so from Gen 3 on it stopped counting and they started pretending it was never meant to be.

Why are people bitching at you? It was Marill. Marill was hyped to hell and back during early gen 2 days. It was one of the first gen 2 pokemon revealed and everyone was calling it "Pikablue" until we found out it was Marill. Tracey also had one in the anime before Johto even got rolling.

Every gen, there's a new Electric type that looks like Pikachu, and it's usually to promote some new element to the games.

Gen II- Pichu (promotes breeding)
Gen III- Plusle/Minun (promotes double battles)
Gen VI- Dendenne (promotes Fairy type)

Even though the term "Pikaclone" doesn't work for Pichu, it still counts as that gen's Pikaclone.

I don't get Pachirisu and Emolga though. Emolga has cool typing at least.
