There are none. Charizard Y and Tyranitar are used as standalone weather users.

CharY can't hold Heat Rock, and Ninetales is garbage. Making a Sand-Based team could work with Hippowdon and Tyranitar could work, but you would want a Smooth Rock. Same thing for Rain, except all you have is Politoed, who can at least be sort of bulky I guess. Battles generally take too long for it to be effective.

How? Weather offense teams usually end the match in 15 turns, especially sun and rain.

A decent amount of people are starting to use stall tactics now. Speaking of, Mega Venu shits on most of the weather setters, except for Char-Y. Don't know how it does against T-tar, but it seems like it could win.

To handle Mega Venusaur, I use Tornadus as one of my weather setters. Though it's frustrating, because few Pokemon on rain teams can take it on.

Even without new/revamped threats like Azumarill, Gen 5 killed Kingdra's OU rain dominance with Ferrothorn.

This isn't Gen 4 anymore. Water/Dragon isn't sufficient anymore, even with the Water + STAB boost.

Ninetales a shit and its hard to build a Sun team around Charizard-Y because it can't hold Heat Rock and doesn't like switching in and out often.
