It's to prepare you for the Battle Frontier.

It's literally small tournaments that are based on 3 of the Frontier facilities to get you ready for the hax awaiting for you once you get there.

Contest locations would be Slateport, Verdanturf, Fallarbor, and the last one in Lilycove

Tent locations would be Rustboro, Mauville, Mossdeep, and the last one being the Battle Frontier

They are actually pretty fun once you get into them. One of them is like the Battle Factory where you use random mons which is already GOAT, another is like the Battle Palace where your Pokemon fight for you (which would go great with Amie), and the last one is like the Battle Arena where you're timed in a limited amount of turns which is effective in a way where it helps you build strategies for quick success.

Play Emerald over and see what I'm talking about
