They also forgot that Groudon and Kyogre have pulsating lines on them in Gen VI. Groudon's blue lines never show up and Kyogre's red lines never fade. Gen VI fucked up the Hoenn Legendaries.

I mean sure, it's a Pokemon inspired by an Orca so it's not crazy that it has a mouth. But equally it's a seemingly immortal legendary force of nature, it doesn't breed either. Its not a normal animal pokemon that needs to eat and breathe and mate so it's not crazy to think it wouldn't have or at least need a mouth. For me the addition of a mouth makes it less impressive, no longer is it this ancient godlike lord of the sea who sports an unknowable expression that inflicts awe and terror, it just looks like a goofy whale pokemon now and not fitting of its legendary status.

Rayquaza and Groudon having mouths isn't a reason to think it would either. They didn't show it with a mouth before so I didn't assume it had one and now that they've added one it looks much less cool is the bottom line.
