I suspect a ResTalk stall set might work if you're smart about when you decide to Mega Evolve. Ms-Dos tends to work best when you abuse the different typings as much as possible to fuck over each forme's standard counters.
Plus there's that 95/109/130 balk, often augmented by the pre-Mega Intimidate. MBlastoise, for comparison, sits on base 79/120/115 defenses.
