If you want to attempt a sweep with so many dangerous weaknesses, you'll need all the help you can get to avoid being Revenge killed, forced out, or cornered by Pursuit. Victini's extra 25 points of base HP and 28 points in Defense lets it survive things like LO Shadow Sneak from sord.... after SR damage, which Delphox can't count on enduring.
There's also the obscene power of Victini's Physical moves. V-Create is far more powerful than anything Delphox can do on either end of the spectrum, and Bolt Strike is wonderful as well.
