Sootopolis City is situated in a volcano crater of god sakes. As such, the rich volcanic ash would be perfect for agriculture, which I assume is how the city survives considering the difficulty of access. Also, fishing perhaps? It's not like everyone is trapped there either.

I've always wondered, what exactly stops someone from using an HM unless a badge is obtained? I mean, what does the badge do that allows your pokemon to fly, swim, cut trees?

Think of the badge like a license for the HM in those regions. Like >>19183891

In Gen 5 you didn't need to have the badge. You could trade across a Pokémon with a HM and use that HM from the get go. This is to simulate America's gun laws, where anyone can obtain guns, while the rest of the world requires strict licensing.

This was one of my favorite moments in Gen 3.

Honestly, I didn't like Gen 3 much at all, but finding that place was legitimately amazing. Had no idea I was gonna' basically find Atlantis.
