What about a Pokerus Pokémon? It can only be captured if you bring a Pokémon with Pokerus to a certain NPC.
Also it would be annoying as fuck and gimmicky, could not be hit by physical attacks, only Special, and tthen it only has like a 1/4 chance of hitting. It wouldn't learn any evasion moves and status moves would still work of course. And it could only learn moves like Toxic, Destiny Bond, Thunder Wave, basically all of stallfag's favorite weapons.
