Pokémon are mostly sentient, have limited communication with humans other than their Trainer.
Widespread Pokémon civilization or culture is a thing, with part of the plot dictated by the attempts to expand human civilization (eg.: urbaniztion) clashing against the rights and laws of 'mon civilizations.
Trainers would be more involved in battles than just right out dictating commands, such as running mission control.
