you could also run another setter like Politoed or a Rain Dance user, if Mega Kyogre would be that good.

Normal Kyogre is a monster, so a mega one would have an hard time outmonstering the base form, but it not impossible.

ability: summons perma rain that also boosts electric moves, effects stays even when a poke whit cloud 9 or air lock is on the field
omega groudon
type: ground
ability: perma sun that also boosts ground moves, same as the other one.
sigma(meh) rayquaza
type: flying/dragon
ability: a better version of air lock that negates the abilities of the other 2, flying type moves are boosted
