The first stage was just a small burglar with a loot sack.
Then it had two different 2nd stages, one which was a highwayman, and the second a highstakes gambler, dependent on how much money you carried with you at the time.
The highway man form would have the ability to steal items with any physical moves, and replace its current item with it.
The High stakes gambler would have an ability that would sharply raise one random stat at the beginning of each turn, but lower two other random stats.
This is kinda like what I had in mind, cept less shitty looking mons
