If that's the case, wouldn't NU pokemon be used more often than UU/RU/whatever by fact of metagame popularity over pokemon popularity?

Barbaracle has a lot of competition from Carracosta and Omastar, and Cloyster in UU.

Avalugg just gets spinblocked too easily.

Granbull is kind of like Donphan - a tank Pokemon with no reliable recovery that is forced to either invest in defenses (leaving its attacks weak), or invest in Attack (leaving it unable to tank hits well).
