Why not both? Gen 3 had two pseudos. Though if they HAD chosen 2 I think they'd have chosen Zoroark or Volcarona. Haxorus is strong as fuck as it is, while Hydreigon can be worthless in most cases.

I don't think I'd ever treat Zoroark as a pseudo. He was just supposed to fill in the position of Lucario, before they forgot he existed and brought back Lucario again.
Volcarona on the other hand pretty much feels like a legendary on it's own, I've always found it odd that it's not.
