Those trio's have a "leader," because they're "minor," legendaries, which is to say sub-600 stat Pokemon. Rayquaza, Kyogre and Groudon are all Super-600 mons, Major Legendaries if you will. Giving them a "leader" makes no sense.

It's the genies that are weirdos since they turn into animals and Landorus is part of the trio but also the leader going by the lore.

Except that's wrong, Rayquaza leads the Weather trio from within. It even has a higher BST than the other two to emphasize that it's in charge.

The Tao trio, on the other hand, is the odd case, considering it's lead by Ghetsis.

The weather trio is different from the other trios. While the birds, dogs and regis match each other and don't shit on one another, yhe weather trio are at odds at each other.

Kyogre and Groudon are polar opposites in terms of design and abilities, and Rayquaza is less a third member and more the guy who comes in when the two get out of line.
