X or Y doesn't really matter, just pick the legend you'd want to have first the most, with online trading you can easily get anything anyway.
We don't know anything about ORAS yet.

i think its safe to assume that the exclusives to either game would continue from the original Ruby and Sapphire versions. thinking of going with Omega Ruby

Well, maybe I'm just dense, but what exactly is your question, then? The only main-series Pokemon games on the 3DS are X and Y, with ORAS coming in a couple months.

Oh, I see. Well, X and Y are it for 3DS Pokemon games until ORAS come out, so you might want to search around for some older games that you've missed. If you haven't tried either of the Orre games, I'd say give them a whirl.
