>Fuck you. Cipher has been part of the foundation of the Orre League; it controls every leader except Wes and has filled the Elite Four with its Admins. The group of thieves is designed to be noticeable and weak to distract enforcement from their corruption, which Wes, Rui, and Michael are trying to expose to the world. Features Shadow Pokémon with HAs in addition to bonus moves, the return of every Admin with tracking them down in the postgame, and the option to say yes to joining Team Miror.
