Go full Pokémon Conquest and throw Regenerator on the mix.

Arceus's ability in Conquest was basically a combo of other abilities exclusives to that game and the ability to hit every Pokémon regardless of type-match up.

IIRC the abilities mixed were Instinct and Life Force (therefore Regenerator).

Believe it or not they're dozens of ways to use Arceus. You get to do that when every one of your base stats is 120. There's bulky will-o-wisp Arceus (usually ghost or water type), fairy Arceus to deal with all the uber dragons, stall Arceus, special sweeper Arceus, mixed Arceus, etc. I'm sorry you only ever figured out the swords dance, espeed, shadow claw, brick break set.

It's meant to be discordant and unsettling, I think. Really, aside from Ho-oh, the Regis, Deoxys and weather trio it's the only legendary theme with any sort of majesty or intimidation factor to it.
