I'm well aware of what can be done with a so-called shitmon in the right hands, but if both players are equally skilled, the one who is using Miltank has probably put himself at a disadvantage.
Scrappy Rapid Spin would give Miltank an interesting and viable niche in top level play that can't be equaled by any other Pokemon. Scrappy Body Slam is something that can be approximated by a number of other, better Pokemon with superior coverage and/or typing.
