The Wii U is a bit of a catch 22. In the eyes of the public, this thing is literally a bomb. That means to get this done now, Nintendo has to cough up some dough. The game would then sink or swim. Quite literally, it could be a savior for the Wii U.
Another reason for handheld development, is probably the smaller budget involved and the expectations of the fans. There's a lot of common sense involved with not making a game that encompasses all the regions, but if you move the game to a console that now supports Blu-Ray discs, you almost have no excuse.
