If you pressed the R button, you would go to the tutorial screen. You also got Teachy TV, but that was optional.
The only tutorial you got was the first Blue battle where Oak would interrupt you almost every turn.

Roxanne uses Aggron in the PWT. In Emerald she uses a Steelix, which isn't Rock type either.
Mega Pinsir is all about Flying, there's not much of a problem there. It makes more sense than the obligatory Gyarados in every Dragon team. An Altaria is fine too.

Salamence is fine.
Mega T-tar is better for Steven's Steel/Ground/Rock team. I had Aggron previously with Roxanne, I didn't want to repeat any. Metagross would also be fine.
