Thats not how base stats work. Azumarill has a near 150 base attack after HP.

As a Heracross fan, Mega-Cross disappointed me. Made my nigga even slower. He didn't need more strength. He was already a base 125 Attack, dual 120-BP-STAB machine, and Guts made him even better. He was a fucking animal. He just needed a bit of speed so birds didn't shit on him.
