She's probably developing a friendship first or figuring things out, nobody confesses within weeks of knowing someone, whether they new the person beforehand or not. Time will tell if she's really afraid to tell him or is just waiting for the right time.

Secondly, it made it hard to root for Serena against Millefui. Thirdly, I'm disappointed they made Serena generically irritated and not using any of that sassiness from early XY.
