As far as EVs go, max speed. +speed -(S) def nature.
For the attack EVs do some calculations on what do beat.
Item should be obvious.
And move set:
- Suicide Tackle
- sub
- Hp ice / Grass Knot / Surf.
- really any other filler move. If you did not use hp ice i would go with another HP.
Or use the fort knox variation:
