You can still check if genned pokemon are legal, yes. Anything that involves GTS though is kill

You can still store your pkmn files there I believe, though you're going to need a flashcart if you have any legit Pokemon you want to upload

I use ARDS to generate my mons in-game so I don't really care about the GTS download feature going down
