Since you give up Hydro Pump to KO physically bulky Steels that resist Ice, Scizor (with or without Mega), Metagross, bulky Jirachi, Magnezone (assuming Lefties), Mega Aggron, Cobalion, defensive Aegislash, and niche mons like Unaware Quagsire/(Bold) Clefable can all kill it with or without priority, and most all of them (exceptions/needed items noted in parenthesis) can both switch in and KO it/force it out.
If it's running a 75 base move as its Water STAB, you only need to resist Ice/Rock and have good physical bulk in order to be able to take it out; conveniently most Steels (that aren't weak to Water).
Would Water Shuriken Cloyster be good? Absolutely. But there's no need to go about acting as if would be uncounterable with 0 checks. Despite its Defense, at -1 it's pretty easy to take out Cloyster with even uninvested mons.
Priority also helps, even against WShuriken since Cloyster is forced to use it against mons it'd much rather Icicle Spear (Conkledurr, etc).
Of course, Water Shuriken has a near 0 chance of being a move tutor move, so all this discussion is meaningless.
Friendly reminder that it does actually have priority already in the form of the already good (but not enough given ISpear) Ice Shard, and that it hasn't changed the metagame.
