What's your set for it? I use a Belch set with a Peyata Berry. For myself though I'd say Granbull.

I consider Miltank one of my top 10 Normal Type Pokemon, but Cinccino is the best.

Having said that I've never really used Miltank in competitive. Is it worth trying?
