That's FAR from the truth and you know it. Many minor legendaries have literally nothing going for them; Hoopa's general build is so wild that it just might work.

Forget the base 60 defense for a second because many great pokemon have glaring weaknesses. Look at Tyranitar, who has a humongous 7 weaknesses, or Skarmory, who has less sp.def than Infernape. That doesn't stop them because they have many other strengths.

>150 Sp.atk and no hindering ability grants it at least UU
>80/130 special bulk matches Latias point-for-point
>Magician lets it play mindgames with would-be counters and neuter them
>Outspeeds all grounded Pursuiters with Sticky Web support and hits them hard
>Umbreon/Florges support beats typical Shadow Sneak/Sucker Punch carriers
>Absolutely shits on walls and status abusers thanks to Psychic/Ghost/Fighting coverage
