Because Gamefreak doesn't make the game with the meta in mind, and gives out moves that fit thematically (for the most part)

It's kinda funny how physical attackers have defined the games for a while despite the most common physical attacks being weaker or possessing more obvious drawbacks than special staples like Ice Beam and Fire Blast.

In all seriousness, the idea of Quiver dance being distributed by other Pokemon other than bugs (and Lilligant) would be a good thing (seriously, I want my Gardevoir with Quiver Dance!)

Ironically, Physical has always been the special type. They get moves like Close Combat and Brave Bird with high power but drawbacks, but they also get a lot of things like Intimidate that affect them. By contrast, special moves usually have to rely on boring moves like Flamethrower or Hydro Pump, with only a few different moves like Draco Meteor. To compensate, they don't have to worry about things like that nearly as much.
