Sand refers to a large percentage of population being of Arabic/Middle Eastern/Indian/other origin and heritage, thus having a noticeably darker skin tone than the English/Scottish/Irish/Welsh. Having lived in the UK for some time, there's indeed plenty of Brits who complain/take the piss out of/generally have negative attitudes towards said 'coloured' people. Dunno, I personally liked the fact that you're surrounded by people of many different cultures/backgrounds.
