Edgy (beyond the literal) is when someone tries to be controversial or "dark" without any real substance.
Like the terrorist misison in COD:MW2 or the kid killing scene in 3, or a person who says they're a satanist to annoy his hyper christian parents.
Not many characters in pokemon are edgy in the worst sense. Silver is more of just a douchebag.

He was the only one besides Blue that actually felt like a rival. They wanted to prove they were better than you, and it felt like there was actually tension between them and the player character.

Every other rival since then has been nothing but a bitch for the MC to smack around, and then they do nothing but praise how good you are.
